[tex] \frac{2}{3} x[/tex] - 11 = x + 4
(Add 11 on both sides)
[tex] \frac{2}{3} x[/tex] + 11      + 11
[tex] \frac{2}{3} x[/tex] = x + 15  
(Subtract x from both sides)
[tex] \frac{2}{3} x[/tex] - x = x + 15 - x
[tex] \frac{1}{3}x [/tex] = 15
(Multiply both sides by -3)
[tex] \frac{1}{3}(-3) [/tex] = 15(-3)
x = -45
