Because he was a Communist. By definition, Communism is government control in literally every aspect of civilian life, even down to the clothes they wear. There were probably also practical and philosophical reasons for doing that, such as the idea that if people all look the same on the outside, they may feel a sense of conformity, which is what the Communist mindset emphasizes.
