First subtract 3x^2 from both sides.

[tex]2x + 3 {x}^{2} - 1 = 0[/tex]
Now rearrange the equation.

[tex]3 {x}^{2} + 2x - 1 = 0[/tex]
Finally we can see our answer.

[tex]a = 3[/tex]
[tex]b = 2[/tex]
