Congress took long time to construct the highway because the congress was in the idea that this proposed construction should be done by the states government. Congress also felt like it will be imposing its federal power to the states and did not incline towards this job. States constructing the highway will lack the overview of the highway plan and might bring the issues with numbering of highways.
