Why do you think that E/M coding differentiates new and existing patients?

The established patient visits at the same level while new patient visits needs more work. When there is a need of a detailed exam and decision making, new patient needs a level IV visit; while for established patient would be level III visit. The new patient codes require key components such as history, decision making, and exam; while the established patient codes require only two.
