The general equation is
y = mx + b

You already know m.
It is - 4

y = - 4x + b
Now all you have to do is find b
x = - 2
y = 6
6 = -4 * - 2 + b
6 = 8 + b
b = 6 - 8
b = - 2
y = -4x -2 is the line you want.
