by thinking its ok by shooting, killing or unnessacery violence to people you normally assume to be gang related based off what they look like or who they're associated with. assuming right off the back that a black man wearing a jersey and a hat is dangerous because he started running. gives you absolutely no reason to pull out your gun or weapon and abuse another human being you use a weapon only when you feel you and your peers were at a dangerous point.
