In order to find scientific notation you have to move the decimal (which is located at the end of the number in the case) where it becomes a number less than 10 but greater than 1.
(190,000.) = (1.9)
How ever many times you moved the decimal (in this case 5) will now become the exponent (whether the exponent is positive or negative will tell you whether to move left or right)
(1.90,000.)

As an end result 190,000 in scientific notation will then equal 1.9x10^5
