Opinion units are defined in the AICPA Audit Guide as follows: Government-wide level (three units): 1. Governmental activities; 2. Business type activities; and 3. Discretely presented component units in the aggregate. Opinion unit to an auditor is the auditor must plan and perform the audit to provide reasonable assurance there are no material misstatements of any of the opinion units.
