Well, first, we need to get rid of that fraction by multiplying the whole equation by 13 to cancel out the fraction.
13(5/13t=-9)
5t=-117
And now, we have to divide the whole equation by 5 to get the t by itself.
(5t=-117)/5
t=-117/5
