The equation of a line:
[tex]y=mx+b[/tex]
m - the slope, b - the y-intercept

The slope is 1/3, so the equation of the line is [tex]y=\frac{1}{3}x+b[/tex].
Plug the values (x,y)=(-6,5) of the point into the equation:
[tex]5=\frac{1}{3} \times (-6)+b \\ 5=-2+b \\ 5+2=b \\ b=7 \\ \\ \boxed{y=\frac{1}{3}x+7}[/tex]
