Since P is at -4 and H is at 3, you can use the midpoint formula 
[tex]( \frac{ x_{2}+ x_{1} }{2}, \frac{ y_{2} - y_{1} }{2} )[/tex]
[tex]( \frac{3-4}{2} )[/tex]
[tex](- \frac{1}{2} ,0)[/tex] Will be your midpoint
