Pollution affects the country, and the world for that matter. Therefore, it is more of a national/international problem.

Pollution is sometimes a local problem, but most of the time it is everyone. Such as some countries having different regulations on pollution control, and gas control. Most of the time this affects pollution but most countries do exhaust tests and ban some gasses that may be harmful to earths atmosphere.
