I'm assuming the ^11 is a typo and they meant - 11. If that is the case, then - 11 is the largest possible value.
This is because that inequality sign means "less than or equal to", so read the inequality as "y is less than or equal to - 11". This means y cannot be more than - 11, thus - 11 is the greatest possible value for y
