We have the formula: (y+4)/(-2+4) = (x+2)/(3+2);
Then, (y+4)/2 = (x+2)/5;
y+4 = (2/5)(x+2);  / - 2
y+2 =(2x)/5 + 4/5 - 2;
y + 2 = (2x)/5 - 6/5;
y + 2 = (2/5)(x - 3) is the equation of the line;
