8x+y=31

perpendicular means the slopes are opposite reciprocals of each other.  perpendicular to: y +5= 8(x +4)   →   m = 8   m⊥ = -8

Input the slope (m⊥ = -8) and the point (x₁, y₁) = (4, -1) into the Point-Slope formula: y - y₁ = m(x - x₁)

y - (-1) = -8(x -4)

y + 1 = -8 x + 32      simplified

8x+y =31
