Explanation: This statement is a clause because a phrase would mean that the statement by itself is not complete. Here the statement is complete because the subject who is doing the action is "It" and the verb here is the past tense of go which is "went" and up the hill is a prepositional phrase. The statement would still be a clause if "the hill" was taken away because up by itself is an adverb.
