Perpendicular lines have negative reciprocal slopes.

The slope of the equation you are trying to find is 1/4.

Now, y = .25x + b (.25 = 1/4)

Plug in the point (-4, -13)

-13 = .25 (-4) +b

-13 = -1 + b

-12 = b

y = .25x + (-12)

Your equation is: y = .25x - 12
