equation of a line is y = mx + c

where

m is the slope

c is the y intercept

2x + 4y = 5

Rewrite it in the form shown above

Which is

y =mx + c

4y = - 2x + 5

y = -1/2x + 5

From the above equation m = -1/2

Since the lines are parallel their slope are also the same

Slope of the parallel line is -1/2

Equation of the line using point (-3,5) and slope -1/2

y - 5 = -1/2(x + 3)

Multiply through by 2

2y - 10 = - x - 3

2y + x = 7
