In nitrogen (V) monoxide, the V refers to an oxidation state of +5 of the nitrogen atom.

However, in nitrogen monoxide, NO, the oxidation state of the nitrogen aton is +2.

Therefore it is valid for us to say nitrogen (II) monoxide instead of nitrogen (V) monoxide.
