If a plant undergoes mutation and cannot produce Casparian strips, what process won't it be able to do?

One of the possible things that would happen in a plant mutation, is it stops the formation of the Casparian Strips is the lack of water and food in plants. The Casparian Strips is the impermeable layer that helps absorb water in plants and dissolves some of the minerals needed for plants to survive.
