they increase when you do both. driving slower than everyone around you will get someone to cut in front of you and you crash into them or someone driving as fast as everyone else can hit you as you are driving slow and driving faster than everyone else can cause you to hit someone. the correct answer is to drive the same speed as the flow of traffic, if you cant drive that fast than get in the slow lane or dont drive on that fast road.
