under what circumstances did John Locke think it would be acceptable for the people to overthrow the government

According to John Locke people have a right to overthrow a government when it violates the rights of its citizens and subject them to situations against their will.  There is a contract between people and the government.  That contract is if the people live under the rules of government and it is the duty of government to take care of these people.  That is what a social contract is all about.
