A fraction is a short way to write a division problem.

Every fraction means  (the top number) divided by (the bottom number).

When you actually do the division, you get the decimal.

             3  divided by  5  =  0.60 .

To change any decimal to a percent, you move
the decimal point two places that way  ==> .

             0.60  =  60% .
