Valence Electrons are the only most stable arrangement of electrons for compounds and elements. But when it is accompanied in an ionic bond it will happen to transfer to another atom, so the other groups of atoms can have full outer shell it will oppositely charge and will attract them to form another certain ionic bond that gives away or accepts electrons.
