The curtain covering the painting in my last duchess helps you infer that the speaker regards himself as all-powerful. 

The curtain symbolizes rank and power in the poem. Nobody is allowed to draw back the curtain, therefore, it means nobody is allowed to overstep their boundaries in the presence of the speaker.
